Senior CIO Advisor for Cybersecurity Strategy and Operations - National Telecommunication and Information Administration (NTIA)

Consultant, IBSS Corp. NTIA is the Executive Branch agency that is principally responsible for advising the President on telecommunications and information policy issues. NTIA’s programs and policymaking focus largely on expanding broadband Internet access and adoption in America, expanding the use of spectrum by all users, and ensuring that the Internet remains an engine for continued innovation and economic growth.

2003 — 2020

Team Leader - NOAA Computer Incident Response Team

RCG, Inc. / IBSS Corp. The NOAA Computer Incident Response Team (N-CIRT) now renamed, was the incident response focus area of NOAA Cybersecurity Center (NCSC) operations. Briefings for DFIR to all NOAA CIOs. Provides cybersecurity incident response for all of NOAAs lines of business. Coordinated all aspects of IR and developed NOAA IR policies and plan.

1999 — 2003

Department of Commerce / NOAA Consultant

RCG, Inc. Assessment remediation follow up to work performed by Lawrence Livermore National Laboratory. Developed security guidelines and policies that established the NOAA IT security program including the NOAA Computer Incident Response Team. • Conducted Department-wide security control assessment. • Security architecture and protection profile of the HCHB network. • Developed policy establishing the DOC-CIRT.

1998 — 1999

IT Security Consultant

Expert consultant for the implementation of internet security counter measures and internet security policy at the Bureau of Census, tasked to develop testing and implementation guidelines for the prototype CENNET Internet firewall implementation.
